[Arp] Using XML as the Data Source in the ARP Framework

Tim-
I'm sure someone will beat me to this, but yes- that's what the  
ServiceLocator is for. Granted, it's definitely designed for  
Remoting, but the idea of having the framework like it is means you  
could extend/replace the parts of that ServiceLocator and/or  
BusinessDelegate and pull from whatever source you want.

Perhaps for the short term, you should do this:
